Abstract

Political and civic leaders in Lancaster in 1980 had reasons to be optimistic. The city's twenty year program of urban redevelopment had been completed with the construction of a bank and office building on the west side of Lancaster Square. A significant addition to the Fulton Bank building at Penn Square, together with streetscape improvements to the area adjacent to the city's iconic Central Market, gave many residents a sense that Lancaster's downtown was on the upswing. Wesley Shope, president of the Chamber of Commerce, welcomed the announcement of the Fulton's plans as a "further indication that the downtown is alive and well." [excerpt]
